Every Thursday morning a single map redraws the state's dry places. The U.S. Drought Monitor, produced through a partnership of the National Drought Mitigation Center at the University of Nebraska, the U.S. Department of Agriculture, and the National Oceanic and Atmospheric Administration, shades Texas counties from D0, abnormally dry, up to D4, exceptional drought. It is the closest thing the country has to a weekly vital sign for thirst, and in a normal Texas year some part of the state is always carrying a color.
That weekly picture matters because Texas does not build its water future around the weather it expects. It builds around the weather it fears.
The 1950s still set the bar
Ask a Texas water planner what a bad drought looks like and the answer points backward, to the drought of the 1950s. That stretch is the state's drought of record, the driest sustained period in the modern instrument era, and it remains the yardstick that reservoirs, permits, and long-range plans are sized against. Planning to the worst thing that has actually happened, rather than to an average, is a deliberately pessimistic habit. It also turns out to be the honest one in a state where a wet decade and a punishing one can sit back to back.
The reason that caution keeps sharpening is arithmetic. The Texas Water Development Board, which assembles the State Water Plan from sixteen regional planning groups, expects the population to climb from roughly 29.7 million in 2020 toward 51.5 million by 2070. More people is not the whole problem. The harder edge is that the water the state can reliably deliver in a repeat of the drought of record is projected to shrink by about 18 percent over the same span, even as the number of taps keeps rising. A larger Texas is leaning on a smaller dependable supply.
Two very different kinds of water
Resilience starts with knowing which water you are counting on, because the state runs on two systems that behave nothing alike. Surface water, the rivers and the reservoirs behind their dams, refills with rain and empties with drought and evaporation, sometimes shockingly fast under a Texas summer. It is governed by a seniority system that TCEQ administers: the oldest water rights hold priority, and in a severe shortage the agency can issue a priority call that curtails junior users so that senior ones and basic human needs come first. That legal order is invisible when it rains and decisive when it does not.
Groundwater is the slower, deeper reserve, and it follows different rules. Aquifers such as the Ogallala beneath the High Plains and the Edwards around the central Hill Country supply much of the state's irrigation and many of its towns, and they are managed largely by local groundwater conservation districts rather than by a single statewide call. The catch is time. Surface water can recover in one good rainy season; an aquifer drawn down faster than it recharges may take generations, or may not come back on any human schedule at all. The State Water Plan expects groundwater availability to fall by roughly a third by 2070, and that decline is the part of the ledger that a wet year cannot undo.
What the plan actually bets on
Faced with that gap, the 2022 State Water Plan does not pin its hopes on rain. It recommends more than 2,400 water management strategies, at a capital cost near 80 billion dollars, ranging from new reservoirs and pipelines to reuse and desalination. The quietest line in that list may be the most important: conservation is expected to supply close to 29 percent of the new water the plan counts on by 2070. The cheapest acre-foot, in other words, is usually the one a city never has to pump, treat, or move, and stretching supply through efficiency is treated as a source in its own right rather than a nice gesture.
Left unaddressed, the plan is blunt about the stakes. Under a repeat of the drought of record, it estimates the annual shortfall could approach 6.9 million acre-feet by 2070, enough that a large share of the state's population would face serious municipal water shortages in a bad dry year. That figure is not a forecast that the taps will fail. It is a measurement of the hole the strategies exist to fill, refreshed every five years so the number cannot quietly disappear.
Resilience is not evenly distributed
The statewide totals flatten a map that is anything but uniform. The Panhandle and the Llano Estacado draw on the depleting Ogallala for irrigation; the fast-growing metros face shortfalls driven by sheer headcount; parts of the Gulf Coast contend with land subsidence from decades of pumping; and Far West Texas manages scarcity as a permanent condition rather than an occasional one. A fix that suits the Dallas and Fort Worth region does little for the Rio Grande Valley, which is exactly why the same regional differences that define the state's twelve economic regions also define how each one survives a drought. Resilience is local before it is statewide.
Water quantity is also only half the story. Having enough raw water means little if the treatment and the pipes cannot deliver it safely, which is where the condition of the state's water systems and aging utilities becomes its own vulnerability. And the reason the whole subject sits on the environment desk rather than the engineering one is that drought is a health event as much as a supply event, a link the case for environmental planning and community health makes concrete.
The useful way to hold all of it together is to stop treating drought as an emergency that arrives and departs. The environment desk follows it as a standing condition the state is always either preparing for or paying for, because in Texas the question was never whether the dry years come back. It is whether the plumbing, the permits, and the habits are ready when they do.
